Flush Seawall Cleat Base Isolation Pads

A flush cleat base isolation pad keeps the seawall-cap pavers level around a mooring cleat that still has to be inspected or replaced. The marine contractor owns the cleat and the fasteners. We own the paver bay that stays flush and lifts later. The pad is isolation, not structure for the wall.
