Flush Seawall Mooring-Bitt Base Plates
A mooring bitt is the short post a dock line actually loads. On Pinellas seawalls the failure is usually the base, not the bitt. A plate that sits proud of the cap catches lines, toes, and carts. A plate that is only lagged into spalled concrete works loose after a season of tide and boat pull.
What a flush plate is doing
We cut a recess in sound cap concrete, set a plate that finishes flush with the walking surface, and fasten it into concrete that can take the load. The plate is not a patch over a crack. If the cap is already hollow under the old bolts, that concrete comes out and the recess is rebuilt before the bitt goes back.
The plate stops short of the cap joint. Tying a bitt across a moving joint just pries the next panel. Lines still need a fair lead so they do not saw the cap edge. That is a layout choice, not an extra bolt.

A photo of the existing bitt, the bolts, and any rust stain on the cap
Whether the line lead crosses a cap joint
Access from the yard, not only from the boat
Any other hardware in the same cap run we should not bury
