Flush Seawall Mooring Cleat Base Plates

Why a cleat needs its own plate

A mooring cleat bolted through a paver cap looks finished until the first squall loads the line. The paver cracks, the bolt loosens in the sand setting bed, and the horn becomes a trip at the seawall walk. A flush base plate puts the cleat on a structural plate that is tied to the seawall cap, with the surrounding pavers cut to the plate so the walking surface stays level.

The plate is sized to the cleat footprint, anchored into the concrete cap or a blocking detail the wall designer accepts, and finished flush with the paver field. What the plate detail includes

• A stainless or hot-dip plate sized beyond the cleat base so the load spreads.

• Anchor layout that misses the cap joint and any existing sleeve.

• Paver cuts tight to the plate, with edge restraint so the field cannot creep.

• A flush walking surface, with the cleat horns as the only projection.

• Sealant at the plate edge so bay water does not run under the setting bed.

On a Pinellas seawall the cap is also the pool deck, the dock walk, or the only dry path at high tide. A proud cleat base collects lines and toes. A recessed or flush plate keeps the path clear and gives the cleat a surface that can be re-torqued without lifting the whole run of pavers.
